I Don't Get It...

I know I'm not the smartest person but not the dumbest, maybe a little bit dumb not extremely. I just don't understand what the hell this article is about. Its an article about perks or something in the new game Fallout 3, I guess I should actually play some games instead of just reading them and gaming culture. So somebody playing this game please explain to me what the fuck it means! BTW the site the article's written, The Escapist , is a very good one, have a run its columns.
